This phrase is actually a delicate one. It probable not the end of world that you are wishing someone a good luck, but you could do it better since this phrase sounds like they need really a luck to succeed.

Instead of using these kind of phrases in a conversation, you could also say like “I am sure that you have that it takes.” This is actually much better than wishing him or her luck since making him or her believe that they already acquire enough skills which is required to achieve success offers a huge confidence. Instead of commenting on someone's weight, you can say like “you look so amazing”. Instead of comparing her looks to how she use to look before, just compliment how great she is looking.
